In Iowa a snow that is 12" to the inch of water is considered very dry. It blows well. A snow at 31 degrees is really wet and heavy and more like 7 or 8" to the inch of water and it plugs the snow throwers more often than it moves. Your snow would be wet and heavy too at those warm tempertures.
