Probably silly question. What's the advantage of adding chains behind closing wheels?

It drags a fist full of loose dirt and it fills the trench in and covers the seed ,as the seed is not out in the open.
I had the problem with seeing the seed sometimes and a open trench and now it is fill in.
As far as the height I just adjusted them till it look like it drag enough dirt.
