SESD | I had brackets like that and I always had trouble with trash building up and plugging because there wasn't enough room for it to flow through. I made a bracket in a u shape that bolts around the back of the closing wheel bracket. That bracket has a small tab going straight back. A short flat iron bolts to that tab and can move up and down. There is an upside down U welded to that flat iron that the chains hook to. I can get that bracket close to the ground so the chains do better and also have more room for residue to flow through. The style above leaves the front of the chain to high and hurts the performance. I also weld the first 4 links solid so it isn't just back there bouncing around.
