A quick search on ASIST shows that there is new software available for both the ECU and DCU. Seeing that your dealer says there is no DEF heater in the tank (which there certainly is), I'm going to assume the software for one or both of these modules has never been updated.

I'm nearly 100% sure the software update will completely cure your issues.

ASIST states that the new software will activate the heating cycle using the valve at temperatures above 0 degrees F. You will see engine fault codes appear and the engine will begin to derate if the system does not see pressure in the DEF system within 30 minutes.

At temperatures below 0 degrees F, the system will disregard the 30 minute time limit and allow the system to enter an extended defrost mode that allows up to 8.5 hours of continuous operation before a fault code is displayed. During this 8.5 hours, the engine will be slightly derated but remain functional to protect the dosing nozzle from excessive exhaust heat. If at any time during the 8.5 hour cycle the machine is shut down and key switch turned to the off position, the timer restarts and allows a full 8.5 hours of operation. If during this 8.5 hour window the DEF thaws, the SCR system will monitor temperature and attempt to build pressure. If necessary pressure is established, normal dosing will begin.

This information is based off of an ASIST search regarding Case IH Puma 130 models. I believe this is the corresponding model to the T7.170 New Holland model. I would begin with at least trying the newer software in the two controllers. It should solve all of the issues you're having with frozen DEF.

Edit to add: I skipped over the very beginning of the service bulletin, but it does list the T7.170 as an affected model. This bulletin actually covers everything from T6 models through T9 models.
