I won't claim to know anything about CNH stuff of that Era, but based on experience with other brands using the same denoxtronic system and similar concepts, I'd say you have a heater.

Parts diagram shows the heater valve for your tractor. It's circled below. That bundle of lines, if it's like any other system, includes two lines for coolant(the larger two). The heater valve controls coolant circulation through DEF tank to thaw DEF. Now this can create some issues, those that like to let tractors "warm up" for 30 minutes may have issues because the DEF will not thaw fast enough because newer engines don't "warm up" just sitting around idling(even at high RPMs). IIRC CNH in particular had issues with DEF not thawing quick enough and putting tractor into reduced power and there was an update for this, at least on some models.

The Tier 4B versions show a heater "valve" but list 12v next to it and do not appear to have coolant lines. The valve in diagram looks the same but that doesn't mean much. Maybe they use an electric heater on newer ones, I don't know but yours should have a heater regardless. I'd be telling dealer to work a bit harder on it, I'm sure there's no shortage of info on Assist about this issue.
