It sounds like you could get away with a simple Wifi repeater mounted in the shop window.

If you have an old router with wifi laying around and you don't mind messing around with it a little you can probably upgrade the router's firmware to DD-WRT or OpenWRT and use it without having to purchase anything.

If not; a wifi repeater is less than $50 from Amazon or bestBuy.
