It is pretty hard to get an accurate reading measuring amperage. It is easier and more accurate measuring voltage putting one lead in the water and attach another lead to a copper plate then stand on it in a wet area where the animals stand.
Use a 500 ohm resistor in the circuit and compare the voltage readings with the resistor in the circuit and not in the circuit. Measuring using a digital voltmeter without a resistor in the circuit can be very misleading and confusing.
