Southeast PA | Bigger is better with wet storage. First I was thinking for you to go to 30,000, but then you said space was limited. I would go the largest flat bin you can, and use the savings from not putting a hopper tank up towards getting a longer auger and bigger fan on the wet tank. I would go at least 15,000 as was stated previously.
