CORS = Continually Operating Reference Station. Any reference station (also called a base station) that runs 24x7. The reference station monitors GPS satellite status and sends out differential or RTK correction data. It might send that data out via radio or over a data network.

RTN = Real Time Network, also known as Network RTK. When you merge RTK correction data from several CORS, there are some benefits such as greater accuracy at distance from the base and redundancy in the event of a base station failure. Because these cover larger areas, the correction data is usually transferred over the Internet.

Some people use the term "CORS" to describe a RTN, and some use the term "Network RTK" to describe a system that is really just a collection of independent base stations.
