If your talking moldboard, plow anytime you don't get stuck or spin out in the fall, but in spring don't moldboard plow after the last good freeze! If chisel plow don't chisel mud, it's a waste of time.

Your examples:
Too wet, moldboard plow and wait, OR, wait and then plow.
Too compacted, Chisel plow, OR better yet deep ripper.
Not enough tractor, buy a Cat, sorry! Get a bigger tractor or smaller tool. Amazing how farmers spend $100000 plus for bigger tractors instead of removing shanks or bottoms, it just not in our nature is it? Nobody wants a smaller tool !!!!!!!!!!!!!!!! just

He He, I ran spell check on this and it came up moldbord was not in dictionary, I couldn't believe it, until I realized I misspelled it!!!
I didn't think I was that out dated with my plow.
