Piece of stress proof 1" ,I think, pipe and the appropriate width and length of half inch strap. 20 ton press, inch drill bit or anular cutter and a stick of 7018 rod . Weld on edges of strap not the center. use a bolt instead of a pin for the hitch. BTDT.

While you are at it might want to put a piece of the stress proof on the ends of the hitch that the clevis goes too. or put a bull dog eye on it and go hammer strap.
