Fatten them up and send him to the locker. We had the same thing a long time back with a bull that just puttered out on us over the winter. Had sent open heifers to the locker before but never a bull but he turned out to be a really good eat. A tad leaner than a fat heifer but was still pretty tender. If they didn't develop like you had hoped as bulls they probably will be just fine.
