I always thought the on smaller 3pt. chisel plows they mounted the gauge wheels facing back so they wouldn't interfere with duals on the tractor. On the wider models they could be mounted on the front but be out far enough to not interfere with the tires.
I would mount them like you have them. The less stuff in the working area of the chisel plow to cause it to plug the better.
