Here is a link to the green tag and preconditioning guidelines for Iowa. I think this is what you are after.
I think mostly it comes down to integrity of the person selling the calves wether it is the guy that has 5 cows or the guy that has 500 cows they need to think about their customer and the experience they have with your calves I Like to think that my father holding his calves CUTTING the bulls and following the green tag and preconditioning program and having them going good makes for calves ready to hit the feed and make some money for the next guy also.
My question is why go to the extra work of shots if you are gonna sell them in a couple of days
