Getting chemical to those leaves is the number one issue.

Maybe add an adjuvent that helps you get in the canopy.

This one is new, I'm thinking it's the Cadillac for defoliation especially if ethephon is in the tank, I'll know shortly. Its not cheap though.

Maybe you just need to run higher gallons of water applying.

Or both the above.

The diuron in ginstar has a pretty big synergy with the dropp, so you might think about running ginstar or cutout instead of just the Dropp. Defoliating cotton is pretty geography specific so maybe someone in your area has some good ideas.
