Obviously you're much colder there than where we are, but have done hundreds of foundations here in Ohio and have never seen a commercial plan call for insulation on the outside.

Here, in Mn it is very common - not sure if it code or not, but seems all insulation is on outside. It stands to reason - Keep the wall tempered to 55 degrees or warmer and it will not condense or sweet allowing moisture to be inside the building. That's the reason for insulation on the inside also. Keeps the ground temp from migrating up the stem wall and creating condensation . . . . . .  That's the way it's here anyway.
