We just built a house a few years ago with heated floors and this what my contractor did. He put that bubble wrap insulation under the cement padsin the garage, basement and against the footings on the outside. On the inside of the garage he put 2" styrofoam against the grade beam. Seems to work well but one problem we've had is under a step the ground has settled and mice have gonna underneath the garage and little buggers have chewed up throught tHe styrofoam and gotten in the garage. I've taken the step apart this summer and filled the hole in but with your styrofoam on the outside you'll have to make it mouse proof.
