I wouldn't worry too much about insulating around the inside stem wall - if money wasn't an concern, then yes, it wouldn't hurt.

2 things to consider -

Plastic under the floor insulation, sealed to stem wall, insulation on top of it.

and Consider reversing the horizontal purlins, placing them on the outside and lining up the insulation from ground to top. Then flash it so dirt / water won't hurt if. Flash metal and or with Ice and Water roofing shield, from a foot above grade and let it hang down below grade. It'll give you a better outside appearance.

If your stem wall is below frost, you don't need the horizontal wing . . . .
