NDCMP. ND cloud modification project. They have been attempting rain enhancement and hail suppression here for over 40 years. Google it.
Your tax dollars pay for it. Been screwing with storms here forever. Bet you didn't know they were doing it because they have been on the gravy train for so long with no results they like to stay hush hush.
