Here is info from PacBrake on how the butterfly valves work and are controlled to prevent over pressuring the engine when the valve is closed. http://pacbrake.com/exhaust-brakes-2/
I know of at least one CIH 4x4 that has a real Jake brake on it for pulling grain carts on steep Palouse grain fields in N. Idaho. That little brake on the driveshaft is not up to holding back a loaded cart on a steep downgrade.
