On a 5.9 Cummins pickup an exhaust brake works very well, night and day change on hills. I would say at least twice as much hold back as engine only, maybe more. they hold back more as engine speed increases so 2200 rpm holds back a lot and 1500 rpm not much at all.
A long time ago I drove a semi with a Blue ox exhaust brake on an early 70s Cat engine and you could barely tell when it was on.
