We have done this before we put a few inches of sand over old bin.
Then laid plastic over existing bin. That way it had a good footing and wasn't technically touching or tied with it in case it failed we still put just as much concrete and rebar in as engineered. This was 10 yrs ago and still haven't had a problem.
