Unhook the line at the fan clutch and turn the key on with the system aired up and see if air starts coming out. Maybe try running it with the airline unhooked and see if the fan is engaged then. Most often, the fan is normally engaged and takes air to disengage it. Clutch could be bad if everything else seems ok.
