The last time I looked into crop insurance the agent educated me on how to make money on it. So I'd say most take the advice of their agents and work the system. Just heard about a couple new farmers, who never farmed before, knowing how to take advantage of loop holes from the first year they farmed. Most of their ground has never been grain so how do they have any yield history.
