Simple Macroeconomics principle: Deal with a recession by increasing subsidies. Start with the poorest (who save the least), end with the richest (generally corporations that save the most). Equity isn't worth a dead man's boot if it's not circulating.
Similarly, look at all the money circulating in the stock market and what it has done since 2008 bailouts.
