A Brazilian government worker told me less than a year ago that they haven't been able to obtain financing to build a railroad. I can't imagine how Cargill can guarantee that Brazil won't nationalize the railroad the first day it is built. On the other hand, Cargill didn't get in the position they are in by making a lot of mistakes.
