We farm in a 12-14" precip zone. Those years you listed for drought matches ours. I agree with you and in the end it might be wise to still have between a third and fifth of your land fallow. We are going to have about 1,500 extra crop acres this year that would normally be fallow. Mustard, peas, lentils, canola, and a little cover crop.
