The "seller" has nothing to stand on if he tries and sues, no contracts have been signed, all he would have is a text or email that says I'll buy it if the tractor checks out, the tractor doesn't check out... This is just the seller trying to use scare tactics to pressure your neighbor into buying a tractor that is clearly not well represented.
