In order to understand the Reid Vapor pressure issue you need to see the chart below and to know a couple of more things. Ethanol-gasoline blends of less than E50 have Reid vapor pressures of about 1 psi (or less) above raw gasoline. The Reid vapor pressure of E15 is very slightly higher than E10 but not enough to be significant. E10, specifically was granted a 1 psi waiver to allow it's use but not E15. As you can see from the chart, it is a legal technicality not a true performance issue. What is important to also keep in mind is that non-ethanol blended gasolines are still required required to meet the lower 9 psi limit.
You might argue that to trade the blending obligation from the refiners to the blenders for an 1 psi E15 waiver is at least getting something in exchange for a change that was otherwise going to occur anyways. However, a valid counter-argument might be that the E15 waiver should be granted anyhow on technical grounds.
Even if Icahn fails in his bid to change the Rin obligation, Midwestern corn farmers should still take advantage of the opportunity to push for the E15 waiver and include the higher E-blends as well. If Icahn is going to make all this fuss, it would only be fair to pile some more Rin obligations on to him in return.
