I sometimes wonder what they really mean by that. While water is a better heat transfer medium than a propylene glycol water mix, the mix is still very effective. With an electric boiler, it will still take the same amount of heat to heat the building. Perhaps with a fuel fired boiler and a very poorly designed system, the stack or exhaust temperature would be marginally higher accounting for some minute reduction in efficiency.
