It's always been that way, but hardly ever enforced. You see some trucks with solid rows on the top of the cab as well as below the bumper and on the top of the air dyne and some even across the top front of a trailer.

The two on the side are considered to be corner markers (even on the cab) and you can have as many corners marked as you would like or as many as there are on the vehicle. You have to have the front and rear corners marked as a minimum. Most turn signals suffice as front corner markers. There are certain specs about how much of a gap there can be between the cab and the front of a trailer before you have to have front corner markers on a trailer, but I've never seen a trailer without front corner markers.

Personally I think some extra lights are nice, it makes it a lot easier to see the truck at night when you drive a lot in the dark. Our dump trailer and lowboy have the bare minimum and are black holes behind you at night. Our vans have a few extra lights, but not many. Our Timpte grain hoppers have 2 rows of 5 on one and 2 rows of 9 on the other, all LED's. It's nice at night, you can see your trailer easily, other trucks can see you and know who you are even when it's dark, when there are 4 or 5 of you running back and forth on a 100 mile route it's like seeing a friendly face in the crowd when other lights pop up over the hill and you recognize it as one of the trucks running with you.
