had a 4440 that ran similar to that years ago. would miss at lower rpms but would run better at high. ran the valves, had pump work done to no avail. injectors were done not long before it started doing this. so thought couldnt be them. wrong. turned out injector body cracked internally and was leaking too fuel much back to return. put on a new body and cured the problem.
