Our representatives are promising Dairy farms in Wisconsin that there will be a guest worker program for the dairy. If they don't honor their pledge there will be a lot of disgruntled Republicans. The issues of not having worker with work ethic's on a dairy is more of parents doing a very good job of encouraging their off springs to get an education or a trade. So the Americans that didn't do that have no goals in life. Low pay isn't the big reason dairies hire immigrants, it more they show and are willing to work. I know some Mexican milkers making over $35,000 a year with housing. By the way Mexico bought 1.8 billion dollars worth of dairy products from the US last year because we are able to compete in the global market place.
