You'd be surprised at what a difference vents make, but you have to have some way for fresh air to get in, so the warmer air (and moisture) can get out when it reaches the peak. It all works on the chimney effect.
It's just condensation forming as frost on the underside of the roof, then when we get "those" days, it melts and drips. Just the nature of a steel roof without vents.
Yes, plywood on the roof purlins under the steel works. It acts as a thermal break between the steel and the air trapped in the "attic" area, preventing condensation.
The bubble wrap stuff will work, too, and it's cheaper than plywood, lightweight, and easy to lay down. But it isn't very tough. Birds will pick at it, and wind will work at it. Not the best choice, but to each his own. I'd never use it, and I used to sell it if the customer was adamant about it, but they were never happy long term.

edit: The link, above, shows how rain is kept out. Basically the same as "shingling and layering", if you look at them.
