With the potash if you are not going to put more than 200 or 300 lbs of Murate of potash out one time will do just fine. If you will be using more than split between Spring and fall should be no problem.
Personally, if it were me in East Texas I would put out some early in the fall to help with the winter survival. Than again in mid Spring to help with the hot dry summers.
For hay after every cutting will work for nitrogen. For grazing I suggest nitrogen every 3 weeks, rain or shine all spring, summer and Fall.
Figure 50 lbs of Nitrogen and potash for every ton of hay removed. I would also plan on 12 lbs of phosphate, 8 lbs of calcium, and 5 lbs of sulfur for each ton of hay removed.
