Electrician told me that in town when there are multiple houses sucking off the transformer you can stick your meter leads in the outlet and read 117-120V. He said many farm houses might read 123+ as there is only one house pulling off the transformer and the bulbs simply live long when rated for 130V. He says he has seen 125-127V before in outlets.
