If it has the same profile as the disk blade does it isn't going to do anything if you put it so that it lays smooth against the disk blade.
I'd say it has to have the "dome" out in order to do anything.
Correct, acts as a spring to keep tension on the gang assembly. What should that arbor nut be torqued to, that too should make a difference when using that "lock washer".
