The projection is that payments will be 8x to 10x higher in 5 years. Kyoto will drive the program. There is a credit program for new tree plantings Unfortunately, the science is not good because no-tillers should be awash in organic matter. The Europeans think they know why. Carbon in soil organic matter (cellulose, hemi-cellulose & lignin) doesn't last very long in the soil. The stable soil carbon is something called black carbon (which is not the same as carbon black) produced by the burning of OM. Many fertile European soils are believed to have a black carbon base created by centuries of burning crop reside to control weeds and to make production easier. A few US scientists believe that the same situation occurred in the US but that the black carbon reserves have been depleded when burning stopped (i.e., when diseases introduced by European explorers effectively wiped out the native population). Needless to say, black carbon researchers keep a low profile inthe US.
