Subject: Drag Chain Help-how to make stay up on stub tails?

Macon, IL
See pic. I am putting drag chains on new planter-old planter had "rail" where the chain arms could not slip. I am afraid if I just put these in between wheel and stub that when I travel the bounce will just pull them down and out of position.

Only thing I can think of is to make some sort of offset bracket and bolt farther back on the arm to tail-but that is going to be a pain.

Anyone have a simpler solution (short of tack welding in place-which I guess could be an option)
