I am pretty sure that a stock trailer needs to be tagged. If a trailer weighs over 1900# loaded, it should be tagged. In other words, jetski trailers, lawnmower trailers generally don't have to be tagged, all else does. Maybe someone with the rulebook will step in here and place the official ruling down..
