Was the previous owner the first owner of the machine? It's possible he bought it with over 10k hours and didn't know it.
If the lift is as you described and for the price you paid, you still got a good deal in my opinion. When i was shopping for forklifts anything I found for under $10k was pretty beat up and wore out.
