281 is pumping actuator

559 is fuel rail pressure lower than commanded. (1450 psi difference triggers the code)

These faults can be triggered by air ingress to the system, one problem with the early HPCR engines was the injector tubes loosing their seal, re-torqueing the injector nuts could correct the problem. This used to be a common occurence when these were new.

On a Cummins the fault, if it was active, might appear as active on the ICU until you idle the engine for about a minute to get the fault to go inactive.

As always with this type of issue first assure that you have an unrestricted fuel supply.

A Separ water separator can also be a source of air ingress but the abrupt shutoff under load is usually the injector nuts. (only takes one loose one to cause this)
