NS Canada | Think of it like back being a kid and when a man went to shake your hand - felt pretty good to be included. Present a woman the same chance, unless she's turned away from the option, turned around to sit down, looked away.. etc. If she's approachable and looking at you, offer it up. Unlikely its gonna get turned down.
If she's made space and is only offering a hello, nod back with a smile, hello, and a little half wave as you do - if you had your hand getting ready for a shake.
