What your seeing are landing lights. They're required during takeoff and landings day or night. Theres also a voluntary program called "OPERATION LIGHTS ON" to enhance see-and-avoid practices. Pilots volunteering for this will have landing lights on when operating under 10,000 feet.
I learn something new every day. I can't wait to tell the guys at the coffee shop in the morning.
