I've never asked FSA or NRCS either if I could take out a fence row, and I've taken a bunch out over the years, border and interior fence rows. Never been questioned on any of it.

If shelling corn along a fence row with trees you might as well figure on the first 6-8 rows making nothing between the deer, coons and squirrels, no fence row, no damage.
