The way a retired UPS driver explained it to me was that for each route, the company figures how long it should take to complete that route. The drivers get paid base on that time. If they get done quicker than the time allowed, they get paid for the full amount of time anyway. However, if they consistently get gone quicker, the route may be re evaluated and a shorter time allowed. Same goes for if the driver consistently takes longer than the time allowed. Hammer down and you may get paid for some time that you actually didn't work that day, although I imagine UPS has the times figured out fairly accurately.
