Concrete won't cause condensation, or not nearly as much, if you put a vapor barrier of plastic under it. Insulation under would help even more, of course heat tubes in it would be the best. A heated floor is much easier on the feet than a cold one, but it doesn't make it any softer. A layer of cardboard where you're standing(or a fatigue mat) helps a lot.
