Flowable mortar or "K-crete" is what we use to help bed some culverts. Basically a very wet concrete without the large aggregate. Id guess a thin coat of that could be poured. Maybe use some fiberglass for reinforcement. Ask a concrete contractor and your local concrete plant what they recommend.
