We meddle and set laws because those decisions have such a costly societal effect.
IE- the motor cyclist who doesn't wear a helmet. That's fine, his/her choice but when they crash, society feels an obligation to provide medical care. Even if we let them lay on the side of the road and "let them take care of themselves or die", they still leave families/children behind who need support and care. We help because we care.
IE - what about the druggies family and children? We're seeing more blatant disregard by druggy parents who shoot up with their kids present, or even shoot up their kids to get them to sleep. Even if doing it in the privacy of their home, the children are innocent victims who had no choice/input in the matter and they are not learning good coping techniques.
IE - the drunk driver. When he/she crashes and kills or permanently impairs a family of 5 it's not just destroying themselves, society pays the price several times over.

Increasingly society can't agree on what we define as right or wrong (helmet or no helmet, is marijauna an acceptable drug, should we treat people who don't have health insurance or let them suffer the consequences).

We get involved and pay for things because we are socially connected and dependent on each other in certain situations.
If we don't care, then we treat humans as materials that can be disregarded at whim. Many have chosen that materialistic view on aborted babies.
Here's a phrase I read somewhere: "We care for other people because it is our nature to love and when we lose love we lose everything. "
