I kind of knew it wasn't Elmira as I'm sure I would have known about a military presence, but you never know.

Another town I wonder about is Paris. Just a guess to throw out there. I don't know it as well, but the fairgrounds could have some similarities to the photos.

I was looking for a reason to hit the local library after I moved back into town, so thank you! It's kind of neat to be back home. My family first moved to Elmira when I turned five. My father sold his farm back then. Then we went to a local village where my father had built a house in the area by the time I was eight. As an adult I've lived about 30 minutes away for the better part of 30 years.
